NIH eRA Commons ID Requirements on/after 1/25/2022

For all due dates on or after 01/25/2022, per NOT-OD-21-109 NIH, will require all individuals listed on the R&R Senior/Key Personnel form to have an eRA Commons ID.

This new requirement applies to all Senior/Key Personnel and Other Significant Contributors proposed in NIH applications.
��񱦵� will not create Commons IDs for non-CU personnel. Non-CU personnel can set up Commons IDs with their employing entity or, if unrelated to an entity non-CU personnel must complete all the required registrations as though they are an organization following the unaffiliated guidance detailed here. NIH recommends starting the registration process for unaffiliated individuals at least six weeks prior to a deadline to allow plenty of time to address unforeseen issues along the way.
Missing Commons ID will cause an ERROR beginning 1/25/2022 at submission and will prevent proposal submission.

NIH Forms G Updates – Proposals Due on/after 1/25/2022

NIH will require use of FORMS-G forms/applications for grant application due dates on or after 01/25/2022. NIH’s High-Level Form Change Summary is available here. OCG’s NIH FORMS-G Checklists are currently forthcoming, with an expected release of the updated checklists planned before the new year on the OCG Forms webpage.

Biosketch

Use of new Biosketch templates will be required, with the following changes to the requirements:

Two options for creating a NIH Biosketch: SciENcv (recommended by CU) or Word template. Instructions, FAQ, samples and the current Word templates are available here.
Section A: Applicants may choose to include details on ongoing and completed research projects from the past three years that they want to draw attention to. Formatting samples provided in NIH’s sample biosketch.
Section B: Section B has been renamed ‘Positions, Scientific Appointments, and Honors’. List in reverse chronological order all current positions and scientific appointments both domestic and foreign, including affiliations with foreign entities or governments.
- For foreign appointments, supporting documentation will need to be provided at the Just-In-Time (JIT) phase as detailed under Other Support.
Section D: “Research Support” removed for non-Fellowship Biosketches. Included on Fellowship Biosketches as “Scholastic Performance”.

Other Support

Use of new Other Support templates will be required, with the following changes to the requirements:

The updated Other Support template pages, FAQ, samples, and instructions are available here. SciENcv is still not able to be used for Other Support creation but is forthcoming from NIH. Use of the Word template is required.

In-Kind Contributions Section: Separated from funded projects. Provide Active and Pending In-Kind contributions for all senior/key personnel. Enter in-kind entries grouped together based on the "Status of Support" and in order of Active and Pending Support from top to bottom. If there is no associated effort level, zero effort can be listed but an estimated dollar value must be listed; effort and dollar value cannot both be zero.
Signature and Submission: The completed Other Support form must be converted to a PDF, electronically signed by the researcher (to certify that the information disclosed is accurate, current, and complete), flattened and combined with all Other Support documents into a single document for submission. Typed names and wet signatures are not accepted.
Supporting Documentation: For Other Support submissions that include foreign activities and resources, and/or had included foreign appointments in their Biosketch, researchers are required to submit copies of contracts, grants or any other agreement specific to senior/key personnel foreign appointments and/or employment with a foreign institution as supporting documentation. If they are not in English, recipients must provide translated copies. This supporting documentation must be provided as part of the Other Support PDF following the Other Support Format page.
Immediate Notification of Undisclosed Other Support: If you discover that other support has not been disclosed to NIH, please alert your OCG Proposal Analyst or Grant Officer so that NIH will be updated immediately.

URLs

Clarification that Hyperlinks and URLs are not allowed outside of the References Cited and Biosketch documents. Biosketches only allow a URL to a full list of the individual’s published work that must be a government (.gov) website.

Human Subjects and Clinical Trials Information

Updated instructions:

Updated instructions for Delayed Onset Study/ies - must also include information regarding how the study will comply with the single IRB (sIRB) policy if sIRB is applicable.

NIH recently finished a major overhaul to Biosketches and Other Support documents.

Changes will be in effect for all proposals and progress reports (RPPRs) due on/after 05/25/2021.

Full details are available in NOT-OD-21-073. Below are highlights of significant changes.

Biosketch:

Word format or SciENcv template required.
New Biosketch detailed instructions and template link.

Education/Training Changes:

Education/Training: include education and training information in chronological order.

Section “A. Personal Statement” Changes:

Statement can now include ongoing/completed research projects from the past 3 years.

Section “B. Positions, Scientific Appointments, and Honors” Changes:

‘Positions and Honors’ has been renamed ‘Positions, Scientific Appointments, and Honors’.
List in reverse chronological order all positions and scientific appointments both domestic and foreign, including affiliations with foreign entities or governments. This includes titled academic, professional, or institutional appointments whether or not remuneration is received, and whether full-time/part-time/voluntary.

For the Fellowship Biosketch, Section D has been updated to remove ‘Research Support’ and has been renamed “D. Scholastic Performance”.

Changes include:

The format page has been re-organized to separate funded projects from in-kind contributions. In-kind contributions not intended for use on the proposal being proposed must be reported; in-kind contributions intended for use on the project being proposed should be included in the proposal’s Facilities and Other Resources or Equipment documents and not as part of the Other Support.
In addition to Current and Pending Support, Other Support now requires inclusion of “Completed Support” completed within the past three years. Person months should not to be included for Completed Support.
Signature block added for Principal Investigator or Other Senior/Key Personnel to certify the accuracy of the information submitted. Each PI or Senior/Key Person must electronically sign their respective Other Support form as a PDF prior to submission.
Supporting Documentation: For Other Support submissions that include foreign activities and resources, recipients are required to submit copies of contracts, grants or any other agreement specific to senior/key personnel foreign appointments and/or employment with a foreign institution as supporting documentation. Important updates have been made to the Subrecipient Commitment Form to address new requirements from the Department of Defense and NIH. This new form replaces all older versions of the form effective immediately for all outgoing sub awards from ��񱦵�.

Updates to the Subrecipient Commitment Form

NAICS Code field added for the Small Business Office.

Conflict of Interest (Section 7) includes certification and expectations specific to NIH funded projects that requires subrecipients to report and/or submit all disclosures of significant financial interests to ��񱦵�’s Conflict of Interest and Commitment Office.

Department of Defense NIST SP 800-171 Assessment Certification (Section 8) added to comply with the interim rule issued by the Department of Defense, effective November 30, 2020.

This provision and clause require that all subcontractors must have and maintain a current assessment score (less than three years old, using the DCMA assessment methodology) in the Supplier Performance Risk System (SPRS). Prior to issuing any subcontract, ��񱦵� must confirm that a current assessment score is in SPRS.

��񱦵� is in compliance with DFARS 252.204-7019 and DFARS 252.204-7020.

Updates to the Subrecipient Statement of Collaborative Intent

Department of Defense NIST SP 800-171 Assessment Certification has been added to the Statement of Collaborative Intent (Letter of Commitment) for Subagreements from institutions participating in the FDP Expanded Clearinghouse.

What is the Subrecipient Commitment Form?

The Subrecipient Commitment Form provides a checklist of documents and certifications required by sponsors for all outgoing subawards from ��񱦵�. The form must be signed by the authorized official at the subrecipient’s institution. The form requires the subrecipient to certify that the appropriate programmatic and administrative personnel involved in this application are aware of agency policy in regards to subawards and are prepared to establish the necessary inter-institutional agreements consistent with those policies.

Purpose

NIH will be highly accommodating of late applications submitted through May 1, 2020. We anticipate, but cannot guarantee, that all late applications submitted by that date will be reviewed in the council round to which they were submitted (e.g. August or October 2020). As much as NIH would like to extend flexibility further, this rapidly evolving situation also creates multiple challenges for conducting review, and the timeline for getting review outcomes to councils (so that funding can occur) can only be delayed so long. Therefore, applicants should assume that late applications submitted after May 1 may not be reviewed until meetings for the January 2021 council round (e.g., October-November 2020).

NIH understands that the emergency declaration related to novel coronavirus (COVID-19) will adversely affect many NIH applicants' ability to submit applications in a timely manner.

Therefore, all grant applications submitted late for due dates between March 9, 2020, and May 1, 2020, will be accepted through May 1, 2020.

This notice applies to all relevant funding opportunity announcements, including those that indicate no late applications will be accepted. Institutions need not request advance permission to submit late due to this declared emergency and a cover letter providing a justification is not required.

Disclaimer: This notice pertains to applications reviewed by CSR and does not supersede the IC's discretion nor authorities to make these decisions on case by case basis as noted in the third bullet below.

For Funding Opportunity Announcements that expire prior to May 1, 2020, NIH will extend the expiration date for 90 days to accommodate the submission of late applications and Grants.gov will be adjusted to allow NIH to receive applications.

Reference Letters for Fellowships and Career Development Award applications submitted during this interval will also be accepted through May 1, 2020.

Non-AIDS applications eligible for continuous submission (NOT-OD-20-060) will also be accepted through May 1, 2020.

Some Institute/Center (IC)-reviewed FOAs with due dates during this time may be able to accept applications beyond the May 1, 2020 deadline. However, applicants must contact the IC first, to confirm that a later deadline is possible.

Due dates after May 1 (including the May 7, 2020, AIDS and AIDS-Related Research due dates) will remain as posted and follow usual late application policies.

The Office of Contracts and Grants (OCG) has developed sponsor specific webforms for No-Cost Extension (NCE) requests. These forms ensure that OCG receives all of the information required to be able to submit a timely, complete and valid submission request per Sponsor requirements.

All NCE requests should be submitted to OCG through the webform. As the Authorized Organizational Representative, OCG is required to submit NCE requests to the Sponsor for all ��񱦵� sponsored projects.

Once you submit the webform, OCG receives immediate notification of the NCE request for review and submission to the Sponsor. Your Grant or Contract Officer will review the submission, ensure all information and documents are complete and submit the request directly to the Sponsor.

At the time the webform is submitted to OCG, additional offices receive immediate alerts:

CCO receives notice to ensure that the SpeedType is not shut off
If applicable, IRB, IACUC or other offices are notified of the NCE request

Once OCG receives Sponsor approval for the NCE, your new end date becomes official in InfoEd and PeopleSoft.

2020 will bring significant changes to the National Institutes of Health and National Science Foundation’s proposal submission process. The following are highlights of these changes:

NIH Changes - ORCID ID and Forms-F

Beginning October 2019, National Institutes of Health (NIH) started to require an ORCID for trainees, scholars, and participants supported by institutional research training, career development, and research education awards that require appointments through the xTrain system.

In 2020, NIH will require Principal Investigators (PIs) applying to fellowship or career programs to be registered with ORCID and to ensure their eRA Commons profile is linked to their ORCID prior to submission. All PIs are encouraged to create and link ORCID IDs to their eRA Commons account.

An ORCID ID is a unique digital identifier that creates linkages between researchers and their professional activities. An overview of ORCID and how to create an ORCID ID are provided in the ORCID Step-by-Step Instructions.

In addition to this change, NIH is introducing new proposal forms, Forms-F, for all due dates on or after May 25, 2020. NIH’s High-Level Summary of the Form Changes provides details about form and proposal requirement changes.

NSF Changes - SciENcv Biosketches

Beginning with the next iteration of the PAPPG (anticipated effective date February 2020), the National Science Foundation (NSF) will only accept PDFs for biographical sketches generated through the use of an NSF-approved format. To date, the only biosketch generator NSF has approved is SciENcv. OCG’s SciENcv Instructions provide an overview of SciENcv and step-by-step instructions for signing up and populating a ORCID ID and NCBI—the host of SciENcv.

On April 17, NIH announced an increase in the salary limitations for grants and cooperative agreements. For NIH researchers and department administrators, the important information to note is as follows:

NOT-OD-19-099: Guidance on Salary Limitation for Grants and Cooperative Agreements FY 2019 was released April 17, 2019.
The NIH salary cap for Executive Level II pay has been updated to $192,300 and is effective as of January 6, 2019.
This new salary cap will be used immediately for all future NIH grant and cooperative agreement proposal submissions.
If adequate funds are available in active awards, and if the salary cap increase is consistent with the institutional base salary, grantees may rebudget funds to accommodate the current Executive Level II salary level. However, no additional funds will be provided to these grant awards.

Each year the National Science Foundation and the National Institutes of Health issue updated guidance for proposals and awards. These documents serve to provide proposal and award process guidance for the assistance programs of the agencies. View the complete NSF Proposal and Award Policies and Procedures Guide (PAPPG) and the NIH Grants Application Guide. Below are highlights of some of the significant changes for each agency's guidance as it relates to proposal development and submission. For full details, reference the respective guides.

NSF Notable Changes for Proposals

The National Science Foundation (NSF)’s 2019 Proposal and Award Policies and Procedures Guide (PAPPG) is effective for proposals submitted on or after January 29, 2019. Following are changes that PIs need to be aware of as they prepare their proposals.

International Campuses of U.S. Institutions and Foreign Organizations

The policy surrounding subawards to these entities has not changed, but institutions will now need to check a box on the proposal coversheet and provide a justification in the Project Description section as to why involvement of international subawardees is necessary.

Biosketch Synergistic Activities

This area of the biographical sketch is limited to five distinct examples only. PIs should not provide lists of examples under one heading.

Conference Proposals

New coverage has been added to the conference proposal section to require submitters to have a policy or code of conduct that addresses sexual and other forms of harassment and that includes a “clear and accessible means of reporting violations” and that is disseminated to conference attendees prior to the conference and made available at the conference.

Responsible Conduct of Research

The PAPPG incorporates additional, strengthened coverage of NSF’s policies on responsible conduct of research and research misconduct. The NSF Office of Inspector General is starting to peruse proposals as they come in for how research conduct is addressed. The additional language in the 19-1 PAPPG includes:
- NSF's RCR requirement applies to the breadth of research disciplines that the Foundation funds. The training provided should be effective and must be appropriately tailored to the specific needs and circumstances at each institution. Accordingly, it is the responsibility of each institution to determine the content, focus and the delivery method for the RCR training. While training plans are not required to be included in proposals submitted to NSF, institutions are advised that they are subject to review, upon request.
- NSF will not tolerate research misconduct in proposing or performing research funded by NSF, in reviewing research proposals submitted to NSF, or in reporting research results funded by NSF. Allegations of research misconduct are taken seriously and are investigated by NSF’s Office of the Inspector General (OIG). OIG refers completed investigations of research misconduct to NSF for action. Upon findings of research misconduct, NSF will take appropriate action against individuals or organizations.

RAPID, EAGER and RAISE proposals are not eligible for reconsideration.
Equipment proposals and conference proposals greater than $50,000 must include Collaborators and Other Affiliations information.

Research Strategy

Significance: Under “Significance,” the term “rigor of the prior research” has replaced the term “scientific premise.”
Approach: New language notes “Describe plans to address weaknesses in the rigor of the prior research that serves as the key support for the proposed project.”
Above changes also apply to Career Development applications.

Human Subjects and Clinical Trials Information

Inclusion of Women, Minorities, and Children: This section has been updated to provide a link to the NIH Policy and Guidelines on the Inclusion of Individuals Across the Lifespan as Participants in Research Involving Human Subjects, in place of the former policy specifically addressing the inclusion of children.
Clarified instructions for Career Development Award and Fellowship applicants who are proposing to gain clinical trial research experience.
Added instructions about grouping Study Records.
Clarified instructions for delayed onset studies.
Now includes modified text regarding exemption numbers 7 and 8 in question “1.a. If YES to Human Subjects” within the Project Information Form.

Fellowship Applications

Updated and clarified instructions under the “Applicant’s Background and Goals for Fellowship Training” section to provide a timeline of the proposed research training, professional development, and other activities planned during the fellowship.
For fellowship applicants proposing to gain clinical trial research experience, instructions for the “Sponsor and Co-Sponsor Statements” section have been updated to include guidance on how the sponsor should document leadership of the clinical trial and describe the respective roles and responsibilities of the sponsor and the applicant.

Research Training Program Plan Form

Added language in the “Proposed Training” section of the “Program Plan” to provide guidance to applicants who choose to provide a description of opportunities for trainees to be involved in human subjects research.
Added instructions under the ”Letters of Support” section about including a letter that describes the institutional commitment to ensuring that proper policies, procedures, and oversight are in place to prevent discriminatory harassment and other discriminatory practices.

Career Development Awards

For applicants proposing to gain clinical trial research experience, instructions for the “Plans and Statements of Mentor and Co-Mentor(s)” section have been updated to include guidance on how the mentor should document leadership of the clinical trial and describe the respective roles and responsibilities of the mentor and the applicant.

Updates to Scored Review Criteria

Reviewers will be asked to consider the revised review questions summarized below. All FOAs with due dates on or after January 25, 2019 will be updated with the revised language (or link to revised language). Scored Review Criteria includes the following revised review questions:

Significance: “Is there a strong scientific premise for the project?” has been revised to “Is the prior research that serves as the key support for the proposed project rigorous?”
Approach: New language has been added: “Have the investigators included plans to address weaknesses in the rigor of prior research that serves as the key support for the proposed project?”
Approach: Question revised to ask “If the project involves human subjects and/or NIH-defined clinical research, are the plans to address: 1) the protection of human subjects from research risks, and 2) the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (exclusion) of individuals of all ages (including children and older adults), justified in terms of the scientific goals and research strategy proposed?” (Bold denotes the change to original question).
Protections for Human Subjects: Statement revised to state “For research that involves human subjects but does not involve one of the [six] categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects…” (Bold & italicized word denotes the removed word).
Inclusion of Women, Minorities, and Individuals Across the Lifespan: Statement revised to state “When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (or exclusion) of individuals of all ages (including children and older adults) to determine if it is justified in terms of the scientific goals and research strategy proposed.” (Bold denotes the change to original question).

NIH has released the new parent announcement funding opportunities for proposal submissions due on or after January 25, 2019. Some NIH Institutes and Centers (IC) will not be participating in specific parent announcements, so please ensure that the requested IC is participating prior to applying.

NIH has also introduced new funding opportunities for Basic Experimental Studies Involving Humans. These specific funding opportunities are for studies that meet the definition of basic research and are also subject to clinical trials policies based on the NIH definition of a clinical trial.

In recent years, some NIH institutes and centers have pulled out of participating in parent funding opportunity announcements in favor of running institute-specific opportunities. For example, over the course of the past year, the following institutes have withdrawn from the Parent R21 competition: NIMH, NICHD, NINDS, and NIBIB.

When applying to NIH, PIs should ensure that the selected funding opportunity announcement (FOA) includes participation by the institute or center for the scientific area. If the institute or center does not participate in the FOA, the Center for Scientific Review will attempt to assign it to another institute or center and/or will return the proposal without review.

Each FOA includes a section “Components of Participating Organizations,” listing all participating institutes and centers. Parent FOAs also include a link to IC-Specific Scientific Interests and Contacts webpage with links to institute and center specific FOAs.
