Why Isn't Water Considered Valuable?

My plan is to focus my talk on why water hasn't gained the traction or attention that one might expect for a resource that is so vital to the economic, social, and environmental fabric. I'll talk about some of the classic barriers, cover a few case studies where progress has been made, and end with some recommendations. This will be told from the perspective of an advocate and a philanthropist and concentrate more on the policy and politics of water than the bio/physical/technical.
