Best Value Implementation

Best-Value Research - The Scan Implementation Team was successful working with NCHRP to modify the scope of NCHRP 10-61 ("Best-Value Procurement Methods for Highway Construction Projects"). Additional case studies were included to document the use of best value contracting in some of the European countries. The NCHRP published a final report for this research as NCHRP Report 561: Best-Value Procurement Methods for Highway Construction.
